IMPORTANT INFORMATION
The passage of humanitarian aid from donors through the customs border of Ukraine (within the meaning of the Law of Ukraine “On Humanitarian Aid”) is carried out at the place of crossing the customs border of Ukraine by submitting a completed declaration by the person carring the relevant goods, in accordance with the annex to this Regulation No 174 as amended by the Regulation of the Cabinet of Ministers of Ukraine of March 9, 2022 No 235 (https://zakon.rada.gov.ua/laws/show/174-2022-%D0%BF#top), without the application of measures of non-tariff regulation of foreign economic activity.

The Regulation of the Cabinet of Ministers of Ukraine of March 20, 2022 No 330 (Regulation) takes effect simultaneously with the entry into force of the law, which provides, inter alia, to ensure customs control and customs clearance of the goods moving across the customs border of Ukraine without payment of customs duties, including the value added tax and excise tax, during martial law.
The Regulation provides: the task of the State Customs Service of Ukraine and administration of the State Border Guard Service of Ukraine during martial law is to ensure immediate passage without customs inspection as well as without decisions of the Chairman of the Council of Ministers of the Autonomous Republic of Crimea, Chairmen of Regional State Administrations, Chairmen of Cities of Kyiv and Sevastopol State Administrations (heads of the relevant civil-military or military administrations, if formed) on recognition of goods, military goods, medicines and medical devices as humanitarian aid moving across the state customs border of Ukraine through the special channel, as ordered by the Regulation of the Cabinet of Ministers of Ukraine of March 1, 2022 No 174 “Some issues for the passage of humanitarian aid across the state customs border of Ukraine during martial law”.
