The involvement of service dogs in the State Customs Service to protect the economic interests of the country dates from 1992. Since then the Canine service has been founded and the construction of the canine center on the base of Chornomorska Regional Customs begun.
On December 1, 2000,the Canine Centre of the State Customs Service of Ukraine was established on the basis of the Canine Centre of the Chornomorska Regional Customs.
At the beginning of July 2010, this training institution was relocated to the city of Khmelnytskyi and integrated in the structure of the newly established Centre for Advanced Training, Personnel and Canine Retraining of the State Customs Service of Ukraine.
On August 26, 2016, a grand opening of the Regional Dog Training Centre of the World Customs Organization (WCO RDTC) took place in Khmelnytskyi.
In recent years the Canine Services has become one of the priorities of the Department and the use of service dogs in the customs control procedures is a key tool in countering the illicit movement of prohibited goods and items.
As on 31 December 2020, the regular number of canine teams of the State Customs Service of Ukraine is 109 units. There are different types of their specialization: 67 canine teams were trained to search for narcotics and psychotropic substances, 13 canine teams – to search for weapons, parts for weapons and ammunition, 17 canine teams – to search for tobacco products, 1 canine team – to search for current money in the form of banknotes, and 20 canine teams were trained in dual specialization.
The tasks of the Canine directorate of the Department:
conducting of special training of canine teams in searching for narcotics and psychotropic substances, weapons, parts for weapons and ammunition, tobacco products, current money in the form of banknotes, amber;
collection and analysis of information on canine units of the customs offices of the State Customs Service of Ukraine and on performance and efficiency of the use of canine teams in customs control procedures;
keeping records and monitoring the completing of canine teams of customs offices;
assistance in the selection of service dogs, monitoring compliance of standards of their management;
veterinary support of canine services;
participation in events aimed at prevention and counteraction of smuggling and customs rules violations on the customs territory of Ukraine;
interagency cooperation with State authorities and the security and defence sectors of Ukraine;
international cooperation with customs administrations of foreign countries and Regional Dog Training Centers of the World Customs Organization by the exchange of experience in the training of canine teams.
The Department organized and held four international competitions in the period 2011 – 2020, during which participated representatives of the State Border Service of Ukraine, the National Police of Ukraine, National Guard of Ukraine, Aviation Security Service of Boryspil International Airport and representatives of customs services of foreign countries (Republic of Belarus, Republic of Poland, Slovak Republic, Republic of Moldova, Federal Republic of Germany, Republic of Bulgaria, Georgia, Turkey, Republic of Azerbaijan, Republic of Austria, Latvia), which, in turn, showed a high level of employees professionalism of the Department and ensured the authority of the Department at the interagency and international level.
