Implementation of the competence system in the State Customs Service

The Department for Specialized Training and Canine Services of the State Customs Service participated in a series of seminars on implementing the competence system in the Ukrainian Сustoms, within the framework of cooperation between the EU4PFM and the State Customs Service of Ukraine. Thus, on October 19 and 24, meetings were held with the participation of the EU4PFM international HR experts – Ms Kristina Jakubaitytė-Revutienė and Eva Vizgirdienė from the Customs Training Center in Lithuania. At the meetings, representatives of the Department got acquainted with the experience of implementing a competency system in the customs authorities of Lithuania, including practical steps that help to identify training needs, harmonize curricula, and create a training plan. Also, the EU4PFM experts talked about methods for integrating competencies into performance management, piloting stages, examples of competency assessment, and success factors that should be taken into account when implementing competency-based performance management. The participants of the seminar emphasized the importance of implementing this system and identified further steps for cooperation.
