THE CITES APPLICATION HAS BEEN REPLENISHED WITH 32 SPECIES OF FAUNA OF UKRAINE

Due to repeated attempts to smuggle songbirds out of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine  has initiated the introduction of 32 species of Ukrainian fauna under the protection of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

Following international procedures and Ukraine’s consultations with the countries of the range, the CITES Secretariat, in its notification of 24 March 2021, announced the inclusion of 32 species of fauna of Ukraine in CITES Appendix III.

The decision comes into force in 90 days after the date of the specified notification – June 22, 2021!

At present, there is a need for additional control over the movement of these animals abroad. To transport them outside Ukraine, the owner must obtain a permit or certificate from the Ministry of Ecology and Natural Resources of Ukraine. Such documents are often forged by poachers who remove individuals from the wild illegally.

To date, the State Customs Service of Ukraine has the authority to check only permits for the transportation of animals. Other documents – concerning the catch, keeping of individuals, acquisition of property rights on them, are checked by other bodies, including the State environmental inspectorate of Ukraine.

Specialists of the State environmental inspectorate of Ukraine discussed problematic issues of animals transportation outside Ukraine during a meeting with representatives of the Ministry of Environmental Protection and Natural Resources, the State Customs Service and the administrative body of CITES. As a result of the interdepartmental meeting, it was decided to strengthen interdepartmental cooperation to prevent cases of illegal export of animals abroad. In particular, the signing of a Memorandum between the State Coinspection, the State Customs Service and the Ministry of Environmental Protection and Natural Resources to strengthen the exchange of information in the field of transportation of rare species is being considered.
